North Topsail Beach is situated at the north end of Topsail Island, a barrier island off the coast of southeastern North Carolina. At the northern tip of the island there is Onslow County Beach Access #3. The access requires four wheel drive capabilities, and parking must be within the confines of the access. Using this beach access requires a permit, and payment is required. Dogs are allowed on the beach year-round, but must be on a leash and under the control of the owner at all times. The leash must not be longer than twenty-five (25) feet in length (retractable).
