OFF-LEASH DOG BEACH. Located at West Cliff Drive between Almar and Woodward in Santa Cruz, Mitchell’s Cove Beach is the only beach in Santa Cruz County where dogs are allowed off-leash but only before 10:00 a.m. and after 4:00 p.m. Dogs must be on-leash during other hours. This is a small beach just west of Its Beach.
