OFF-LEASH DOG BEACH. Samoa Dunes Recreation Area is a 300-acre sand dune park located just west of Eureka on Humboldt Bay. Recreational activities include hiking, surfing, fishing, sightseeing, beachcombing, off-highway vehicle (OHV) use, picnicking, and birdwatching. Dogs are allowed off-leash if they are under voice control.
