OFF-LEASH DOG BEACH. The city of Benicia has two off-leash dog beaches at the foot of First Street in the downtown area – First Street Promenade Beach at the Promenade and First Street Beach south of the turnaround. Dogs are prohibited on the beach at Alvarez Ninth Street.
