OFF-LEASH DOG BEACH. Ocean Beach Dog Beach is located in the community of Ocean Beach, at the end of I-8 at the mouth of the San Diego River. San Diego’s only 24 hour beach for dogs, it’s a sandy area at the north end of the beach where dogs are allowed off-leash at all hours of the day. Directions: Enter at W. Point Loma Boulevard and Voltaire Street, Ocean Beach until you reach the entrance to the parking lot located next to Ocean Villa Inn.
