OFF-LEASH DOG BEACH. Avila Beach City Beach is located on San Luis Obispo Bay about 160 miles northwest of Los Angeles, and about 200 miles south of San Francisco. The beach is in the heart of downtown Avila; it is a half mile of beach split down the middle by the Avila Beach Pier. Dogs are allowed off-leash and under voice-command control on the beach before 10:00 a.m. and after 5:00 p.m. daily. Dogs are not allowed on the beach between the hours of 10am – 5pm.
