OFF-LEASH DOG BEACH. Located at 1127 Olympic Blvd., Everett, WA 98203, Howarth Park is a secluded 28-acre beach park with an off-leash area for dogs. The off-leash area is at the north end, to the right as you come down the steps from the railroad over-crossing. This off-leash dog area offers 100 feet of unfenced beach area at the north beach.
